Brockway Borough Municipal Authority
Timber Sale #21

The Brockway Borough Municipal Authority is offering marked timber stumpage in Horton Township, Elk County, Pennsylvania, for sale to the highest bidder.  This stumpage is being offered as “certified” forest products within the guidelines of the Forest Stewardship Council as assessed by SmartWood Certified Forestry.  The certified forest manager number pertaining to this sale is SW-FM/COC126.

This sale will include 229,521 board feet (Scribner Log Rule) of saw timber and 845 tons of pulpwood stumpage marked on approximately 139 acres contained in 5 harvest units.
 
All harvest units are “mark to cut” (MTC) harvest units, sawtimber trees are marked with a paint slash on two sides at approximately 4.5 feet from the ground and a stump spot below stump height.  Pulpwood trees are marked with a paint spot on two sides and a stump spot.  Cull trees are marked with an “X”.  All marked trees must be felled.  Property boundaries are marked with a "///" while interior cutting unit boundaries are marked with a "//". 

Harvest units are identified by stand name and paint color:

  • Harvest Unit 1 (Comp. 1_05), thinning, orange paint on 21 acres containing 21,409 BF of sawtimber and 43 tons of marked pulpwood stumpag
  • Harvest Unit 2 (Comp. 1-07), shelterwood, blue paint on 11 acre containing 26,430 BF of sawtimber and 55 tons of marked pulpwood stumpage.
  • Harvest Unit 3 (Comp. 1-09), thinning, red paint on 41 acres, containing 106,507 BF of sawtimber and 258 tons of marked pulpwood stumpage.
  • Harvest Unit 4 (Comp.1-11), thinning, blue paint on 36 acres, containing 43,408 BF of sawtimber and 245 tons of pulpwood stumpage
  • Harvest Unit 5 (Comp. 1-19), thinning, blue paint on 30 acres, containing 31,767 BF of sawtimber and 244 tons of pulpwood stumpage.
    - 1,096 BF of blowdown

The timber volumes (attached), net volume, Scribner Log Rule, are not guaranteed, but are final for the sale.  Interested parties are encouraged to make their own estimates of merchantable volume.

Access:  Access to the property is from Whetstone road, off Keystone Road and US 219, and Hideaway Road from Boggy Run Road and 219.   The Boggy Run access will require a right of way for skidding and landing. The private landowner has verbally agreed to a right-of-way at a cost to the successful bidder of up to $1,000.

Skidding restrictions will be enforced in some portions of the sale area to protect wet soils.  Forest manager must approve all skid trails.  All stream crossings must be approved by forest manager and meet or exceed Pennsylvania Best Management Practices.  All permits and E & S Plan will be the responsibility of the successful bidder.

A money order, certified check or bank draft in the amount 5% of the total bid and payable to Brockway Borough Municipal Authority must be submitted with each bid, to be refunded or retained in part or in full for liquidation damages according to the condition of the completed sale.  The right to reject any and all bids is reserved.

Deposits of unsuccessful bidders will be returned after the sale is awarded.  All bids should be clearly marked "BBMA Sale #21" on the outside of the envelope.

Method of Payment:  Payment in full will be due at signing of contract.  Buyer will be required to sign a timber sale contract within 30 days of being awarded the sale.  Failure to do so will result in the forfeiture of the bond.

Expiration Date:  Eighteen months will be permitted for removal of timber. Contract will expire August 31, 2009.

Insurance:  The successful bidder will be required to file a certificate of insurance evidencing statutory workmen's compensation coverage, public liability and automobile liability coverage sufficient to satisfy forest manager’s requirements.
